The Forum “Advance Social Economic Development Territory: New Opportunities for Entrepreneurs” has taken place on June, 1st in Krasnoturinsk. Government of Sverdlovsk Regions and NGO “Mono-towns Development Fund” also took part in the event. Entrepreneurs living in the Northern Administration District have learned about the benefits of Krasnoturinsk being awarded the status of Advanced Social and Economic Development Territory (ADT) and the means of support available for setting up manufacturing in Bogoslovsky Industrial Park; participants also discussed overall development of Northern territories of Sverdlovsk Region.
Among the speakers were First Deputy Chairman of Sverdlovsk Region Government and Minister of Investments and Development Alexey Orlov, Adviser to Director General of Mono-towns Development Fund Anatoly Smolkov, Chairman of the Northern Branch of Sverdlovsk Region Union of Industrialists and Entrepreneurs Anatoliy Sisoyev, Head of Entrepreneurship Support Fund of Sverdlovsk Region Evgeniy Kopelyan, Director General of Development Corporation of Middle Ural Dmitry Popov and the Head of Krasnoturinsk Town District Alexander Ustinov. First residents of Bogoslovsky Park presented the projects planned to be developed there and discussed how many new work places could be created as a result of it.
For example, Energia Group of companies is developing the project Epsilon in Bogoslovsky Park which combines manufacturing of aluminum, steel and titanium alloys with mechanical cutting method – the plant will produce elements of supporting frames of civil airplanes as mentioned by Energia president Serghey Guskov. The project is estimated to be worth of 1,2 billion rubles. Supposedly, new plant will help to create 600 new work places and also contribute to overall development of the Town District and the center of the Northern Urals in general.
Development Corporation of Middle Ural has announced the development of infrastructure to specifically cater the need of small and medium enterprises – manufacturing facilities, which could be leased by entrepreneurs at preferential rates. Business complex will consist of quickly installed modular constructions. The typical turnkey project will include manufacturing and warehouse complex, office building and a perimeter fence. The Management Company will bear the associated cost of Master plan development, production and installation of modular systems according to the requirements of future residents – small and medium enterprises. Modern facilities are multipurpose and could suit any type of business i. g. manufacturing workshops, warehouses, service centers and offices. Apart from that the infrastructure will include comfortable parking lots and loading bays. Companies will be able to buy out the facilities if they decide to do so.
Prospective residents are guaranteed to have initial connection to the Park’s infrastructure free of charge. They can also take advantage of being within Advanced Social and Economic Territory (ADT) where the taxes are significantly reduced – Income tax is 5% for five tax periods (instead of regular 20% across Russia), completely waived property and land taxes, privileged rate of insurance contributions (a resident will pay 7,6% of wages fund instead of regular 30% for the next ten years). Apart from that, Park Management Company will be assisting residents with getting financing and subsidies from the entrepreneurship support funds and federal institutions.
As Anatoly Smolkov put it, “Development of Bogoslovsky Industrial Park is financially supported by Federal Mono-towns Development Fund. The Fund along with regional and municipal authorities will create a special Project Office and Krasnoturinsk will be among the first towns to be advanced by it. The aim of the Office is to promote the town to potential investors, to support projects developed in it with a help of other funds and financial institutions, to assist manufacturers with receiving co-financing and state support as well as coordinating efforts to improve social and economic situation in the mono-town”.
